Most likely a bad sender that has dead spots on it, take a volt oms meter and set on oms, with sender out hook one lead to the wire post and ground other to sender base, when you sweep the arm of the sender the needle should sweep smoothly up and back with arm movement, if it's jumpey you have dead spots on the sender....... One other thing, there should be a grounding strap were the hose connects to the send and the fuel line, has prongs on both ends that hold it on the fuel line and senders fuel pick up tube it bridges the rubber fuel line, if it's missing your sender may not have a good ground.
