the way you test the booster is pump up the pedal with the engine off. hold your foot down on the pedal after pumping it and start the car. the pedal should then drop down a little. if it does not then the booster is not working. old rubber brake hoses can colapse inside and create a hard pedal. i have seen this lots of times on customers old cars.
