Extra question: Could it be too much vacuum?

To me there seem to be two possiblities here. One is that the remanufactured carb has a problem. The other is that after having been completely rebuilt the engine is producing too strong a vacuum and pulling the metering rods down past a point where they would normally position themselves. Has anybody ever heard of such a thing? I did take extra pains when installing the intake to be sure that it was tightly sealed. Maybe I over-did it. Thanks for the answers!
