Rick, Mine tank was the same, covered in heavy undercoat also. I removed the tank for Fix he truck floor and removed most of the undercoat from the tank. Going to apply new thats when I refitted the tank, added fuel I real an notice the leak from the drain plug. Its at the front of the tank on the bottom. Dont know about doge tanks but the plymouth tank was Stainless or similar. Not a scrap of rust anyware, specially inside, It was clean as a whistle. So you may not need to repair it. I will post any sucess with the drain plug when I get the chance. Hank Dozier posted handy notes for me to try. Will let you know
