You could probably fix it yourself if you are "handy" (meaning some disassembly required). The speddo driven magnet and the drum around it are probably touching at a given point, resulting in the erratic upswing you see. This is usually caused by either rust/debris inside the drum, or the actual bearing center hole is eliptical, resulting in a warped spin. The rust is just a cleanup. The bearing problem I have fixed by gently swaging the bearing back to round. A more rare cause can be the speedo cable itself hanging up, torqueing up till it moves again, which can also cause an erratic upswing. But all the way to 150 MPH it's probably in the speedo itself.
