Hi Bob, I've been using PayPal for quite a while without problems. Your computer needs to have the "accept cookies" option enabled. You also have to join PayPal, get a password and enter a credit card number/bank account for PayPal to draw from. I apologize if you already are a member or know this. Once in awhile, PayPal acts up or if you are a new user, your browser settings may be incompatible and may need to be adjusted. I believe they have a "help" and "FAQ" section to guide you.
