Hello, I haven't seen the schematic for a '61 but I think those have a voltage regulator for the guages somewhere in the instrument cluster. Perhaps the inst. cluster regulator went bad. That would produce those conditions. Hope this helps. Sorry if it doesn't. Take Care -Frank
