On a radio-delete car,indeed the dealer could well have drilled the hole in the left fender instead. This is more likely than missing the right hole,although I did see a car where the antenna was in the left fender with a hole on the right. The car had a later power antenna,and it may have been easier to put it in the left well than in the right for some reason (wrong kind of antenna?!)....
