From the sounds of it, if you cannot properly position the rack, you may be better off putting a subframe under it. (The rack needs to be positioned so the tie rods do not bind throughout their travel when the suspension is fully extended or colapsed).

If you are using a Mustang II/Pinto rack the latter model Fox Body (78 and up) outer tie rods are about 1" to 2" longer and the correct thread size. If it is still just a matter of legnth you might look at diffrent power racks. A word of caution. Make sure the stud on the outer tierod ends are the correct size and taper for the plymouth suspension.
