Yes,it COULD have had the small 'pie plates' on it but most cars back then sold to private owners had the full-size wheel covers,even if the cars were 'strippers'. The 'pie plates' were only commonly seen on police and government fleet cars.
MY '60 Deluxe Sub. was delivered from the factory with the 'pie plates',BUT the original owner had the dealer install '57 Plymouth full-size wheel covers before he took the car home. (and he didn't want the 'pie plates' back,so no I don't have them)
