Hey Karl, sounds like someone hook the reverse light switch power wire to the windshield wiper switch on one of the park terminals. This should be an easy fix. Trace the wire from the reverse switch and find out where it leads to. Remove it from whatever terminal its on and put it on the ignition switches "BAT" terminal. This will have the large guage wire coming out of it. This would be factory correct. If you want to make it so that they can't come on unless the car is on, put it on the ACC terminal of the switch.
