THe choke heating works by drawing air from a hole drilled in the center base of the exhaust manifold through a ribbed Stainless tube which runs diagonally from the top rear of the manifold through the exhaust manifold interior and terminates by being also pressed into a bore at the cnter lower plenum of the exhust manifold. It is this botre which is connected to the hole drilled perpendicular in the manifold to the back (head) side of the exhaust manifold that is the air entrance. So, a restriction or plugging of either the ribbed tube, or crud around the center manifold face of the exhaust manifold may be causing the no airflow. Try blowing pressurized shop air through the tube from the rear tube opening. Listen and try and hear if you have air coming out of the opening at the lower rear center of the manifold. If not, then only recourse is to pull the manifold to repair or clean. For what it is worth, a LOT of those ribbed tubes crack and break, and the result is a tube blocked by carbon. If this is the case, you need to remove the tube and press in an appropriately sized new Stainless tube. Although without ribs, it should work fairly well. Good luck.
