You get 40 with vacuum on? That's not enough. My guess: original was 4 with 28-32 added by advance total 32-36, + 10-15 added at high vacuum. Sounds like you springs are tired and weights don't move freely. I would try for 10 initial, 25 mechanical + 10 vacuum and see how it feels.
