My gut feeling is you have a corroded/dirty/loose connection or ground, since as you rev the engine=>generator, you provide more juice and the lights go on/get brighter...the ground connection usually starts going bad where the taillite housings meet the body...try putting a jumper wire from taillite housing to bodyground
