appears starving at same RPM? Maybe it is. Have U checked out fuel pump at least per manual, i.e. X ounces in X amaount of time? IMHO if the rods are free and carb is immaculate, put er back together. U can check fuel pump of course without assembling carb if U wish. Coffee can works fine then measure fuel amount.
