I don't know exactly HOW the neutral safety switch works, but your guess is correct. When the vehicle is in NEUTRAL, the safety switch wire should be GROUND. To test it when your ignition doesn't crank, BE SURE CAR IS IN NEUTRAL, then ground the brown (I think) wire from the neutral safety switch. Leave it connected at the starter switch -- just run another good wire to ground. Vehicle SHOULD crank. If it does only when this procedure is followed, I'd say the neutral safety switch is defective.
