Have you tried "POR-15" rust inhibitor? If not it should be just what you're looking for, in respect to pre-paint stage rust killers... I know they advertise extensively in "Hemmings Motor News". And they state that they are the best for stopping rust either sand blasted, or not. They say it doesn't make a difference. Also they say that this stuff can be applied either by spray gun, or by hand... Look em up! I heard a lttle pricey, but it works...
