Ok, this is almost certainly a ground problem as Bob has said. It would appear that your wipers are grounding through the feed to the reverse lights. Where and how? That's the fun part. Try taking wire with 2 crocodile clips and grounding the case of the wiper motor. If it cures the problem them fix the ground on the wipers. If it makes no difference then look elswhere.
