As far as my '60 Belvedere is concerned the windshield washer system is as follows: Washer is activated by foot operated pedal under dash. (somewhere in vicinity of headlight dipping button) This forces water from washer reservoir through tubes up onto windscreen. Wipers then operated by dashboard switch. That's how factory made 'em. My car had electric pump fitted by previous owner sometime, also operated by dash switch... saves poking about on the floor for the foot pump !
