Can't help on carb questions, but I have a Canadian built '60 Plymouth and have decided that it must have been built pretty much with whatever came to hand in the factory as far as parts were concerned ! Models built in Canada do seem to vary from "same" ones built in U.S. Re: manual I'd check out ebay.com lots of manuals turn up there and prices are usually pretty good
