The solution was too easy. The bolts that hold/tighten the straps can be hung from their brackets one of two ways. Having a 50/50 chance I of course chose the wrong one. This naturally shifted the tank just enough that the fill tube wouldn't line up. Place the bolts such that the shaft of the bolt is toward the rear of the vehicle. It works much better that way.
