Why don't you weld a bolt to the door pillar and bolt the seat belt loop to that, then you don't have to remove anything but the B pillar trim. Your plan seems like too much work to me, there must be an easier way.
Any trim shop should be able to match your windlace if you take yours in. I had some custom made to match my custom headliner.
