I hope he puts a big colorful bow on top of that car "fruit basket."  :) 

If it works for him that's fine. I'd think about the moisture that would probably build up inside that plastic bag, depending 
on how much humidity where the car is stored. Mildew and mold like moisture (carpet / seat fabric). But I guess putting  
desiccant bags inside under the plastic may help in that case. 

He also could spend some time (money) "rat-proofing" the building. Here are some tips:
