I'll throw in my 2 cents. Look at the top of the brakes and make sure the shoes are against the post. If they are and the adjuster is all the way in, I'm thinking either the drum or the brake shoes are not the right size. Remeasure. (The shoes aren't cocked on the plate, are they?)
