Check to see if parking brakes are in partially applied position due to stuck cables. If so (and this is the only possibility left I can think of after the previous suggestions if you got the correct parts) you can force them to the fully retracted position by various means so you can get your drums installed. Been there done that.

Just completed installing new rear brake shoes and springs on my 64’ Sport Fury. The problem is the drums won’t go back on. I have one half way on all 360 degrees, and the other, not at all. The shoes are touching the pin on top. If I take the adjuster off they fit fine. Could I shave something off the adjusters?  Help!!
