If you look at the ad it was placed by someone in Moose Jaw, Saskatchewan. The car, though, is in
The 426 hemi was not offered by Chrysler Canada in any Canadian-built car in 1964. If you wanted a 1964 Polara 500 with a hemi they would order a Polara 500 from Chrysler in the U.S. and have one built in Detroit (Hamtramck). It would then be shipped to Windsor, who would then ship it out to the dealer that placed the order.
Wish he showed the body tags and the VIN.
The US VIN for a 1964 Polara 500 started with 644 while the Canadian Polara 500 started with 534. Or, to put it another way, the US Polara 500 was a Premium series, VD2-P, while the Canadian Polara 500 was High series - VD1-H or VD2-H. Yes, the Canadian Polara 500 could be had with a slant six, 313 V8 or 383 V8. That also held true for the Canadian 1964 Sport Fury. A six cylinder Polara 500 VIN would start 434.
The Canadian Dodge Polara 500 instrument panel would be the same as the Sport Fury. As would the seats and door panels. But none of that is showing here.
As for PS/DB/Radio delete, sorry, it is not. Power steering, power brakes and radio were all options in 1964. If you did not check the boxes for these three items, you did not get them. And you were not charged extra for them. For an example of a true delete, the heater/defroster was standard in 1965, but you could order it without. Simply check box 406 - Delete Heater and you got a car without a heater. You cannot delete something that was not installed as standard equipment.
