Mine does the same thing. About every 3 - 5 seconds it will "bounce". It drops about 5 MPH and then bounces back up to the correct speed. I have had the cable out and lubed it at least twice. And I have cleaned and lubed the speedo head, oiling the small felt wick. Nothing has made a difference. I wondered about the outer cable housing. If it is worn, the inner cable may bind momentarily. But no way that I can think of to check that short of taking the cable loose at the speedo head and lightly feeling the inner cable while driving, or to replace it and see what happens. The latter is a little pricey. I may have an extra but would have to dig a little.
