Cowl board is the "pressed cardboard" material that was commonly used on the inside firewall of cars like ours. You also find it behind the seat back of the rear seat to close off the trunk area. For the package tray I covered mine with matching naugahyde. If you do it this way use something like 3M 77 spray adhesive to bond the vinyl to the cowl board. Here's a couple pics of the before. I'll have to get some afters later today.--
