I suppose the low vacuum at idle is because of the cam.  I've got the idle set a little low at @ 850 rpm.  I could bump it up a little to see if that makes a difference.  I'm reading the vacuum from the timed vacuum port.  The guy I bought it from was making it a bracket racer so it wouldn't surprise me if he put in some light springs.
