I saw dozens of cars coming into the dealership with lights like these. Upon investigation, it was typically an aftermarket attempt at an alarm or theft deterrent. Sometimes it was actually a component of a real theft deterrent system and sometimes it was just a blinking light. The concept is a would-be thief would look into the car at night, see a red blinking light, and, thinking it was an alarm ... choose another vehicle to carry out their dubious affair.
As a side note, GM actually had fake blinking lights built into their radios in the 80's for just this purpose - poor man's theft deterrent.
