Bill, that sounds like the same problem I had recently. When the
solenoid kicks in, the starter tries to run. When the starter is
stalled, its current draw is at maximum. bad, loose, or corroded
connections will not allow the necessary current. Result: "CLICK"
and nothing else.

For a test leave the seal out for visual confirmation. I am
assuming good battery and connections. I never have had any
