The picture is of a full ring which has a horn button.
The partial ring (225 degree or so) does not have the screws under the horn button - those three screws are visible only after you remove the partial horn ring as described by Gary below.

The back of the horn ring should look something like this, right?
There's not much there to bind. Maybe press down and slightly move the horn ring left to right to get a sense of what is happening beneath.
