After taking apart both the extra speedo and the one I'm currently using, I'm convinced too that it's probably not the culprit. There just isn't much that can go wrong in there. I saw the lube port which is similar to what's used on the commercial sewing machines. I would think that if there was a problem there it would manifest itself as a noisy speedo, which I've had before on different cars. But I went ahead and lubed it whle I had it out. My speedo cable is in good condition and I lubed it again with vaseline, which is what Don Dulmage always recommended. I don't think there are any sharp bends as the inner cable was easy to feed back into place with no tight spots. But I'll crawl underneath and take a peek just to make sure.
Probably going to drive it today so we'll see how it goes. Thanks for all the replies & help.

Usually about 5-10 mph. It will first drop down a few miles an hour and then bounce back up to the correct speed. I have had the speedo cable out and lubed a few years ago first with liquid graphite and then a second time with Vaseline. Neither one ever made any difference. I'm wondering if there is a problem with the speedo head and a way to lube it? I have an extra instrument cluster that I'm going to disassemble later today to get an idea if it's possible.
