This is the response I received from Rob Elliot, who is the 62-65 B body technical resource for the Plymouth Owners Club. It seems that the seat belts should be chrome. This is another reason why you Plymouth owners should be members of this great club.

I belong to the 1962-1965 mopar google group, which is mostly focused on B-bodies. There has been a lot of discussion regarding the proper seat belts for the 63-65 b-bodies. Most feel that the following chrome clasp is the correct OEM seat belt:
