Steering wheel

Hi guys - I need a bit of info. I would like to replace the steering wheel on my 65 Barracuda with a  Grant walnut wheel.  One of the measurements required is the "dish offset".  I am not sure if this is  measured from the steering wheel rim to the center of the horn ring or to the frame of the wheel itself under the horn ring.  Any ideas?
