I was "raised" with the belief that ya just don't fiddle with the 
original vin plate, but I had not seen any in that condition either.  
Eric said his popped off and back on  with no damage.  I would be afraid 
that the tiny bit of wear from popping the plate off and on would 
eventually be enough that it wouldn't pop back on firmly.

From what I've read, I'd pop the plate off one last time and use OSPHO 
on the rusted areas to convert the oxide to phosphate and stop further 
rust.   Then I'd get some auto body panel glue and pop it back on one 
last time.  When it was thoroughly cured, I'd gently clean the plate and 
surrounding areal with rubbing alcohol and clear coat it.

I make no claim to being an expert in this sort of repair, that's just 
what I would do based on what I think I know at this time.  As always, I 
would love to learn more!
