From what I've read, I'd pop the plate off one last time and use OSPHO on the rusted areas to convert the oxide to phosphate and stop further rust. Then I'd get some auto body panel glue and pop it back on one last time. When it was thoroughly cured, I'd gently clean the plate and surrounding areal with rubbing alcohol and clear coat it.
I make no claim to being an expert in this sort of repair, that's just what I would do based on what I think I know at this time. As always, I would love to learn more!
