Not true. It was much earlier. NCIS printed a book in the late 60's with the "secret" VIN locations for each particular vehicle. The location varied from each manufacturer. I'm not sure when it was first printed, but I did see a copy in the late 60's. Now it may be difficult to find a copy from then, today. But they did exist and were only available to any law enforcement division. The information wasn't available to the general public. The book told you exactly where to look on a particular model for the various locations. I want to say there were typically six or seven different areas. Do you know a policeman?
