The silencer pads were Not on all engines and were used on high end or top of the line C body's like Imperial's, New Yorker's, Fury III's & Monaco's and those cars usually had hood insulation pads also. I know no A body's had them and I cant think of any B Body's that had them from the factory. As you know never say never with Ma MoPar.

Back when I had my new 69 Super Bee 383 Mag, The dealer rebuilt it once and I rebuilt it once,also 1 intake manifold change and at no time did I ever come across these "silencer"pads! They did not come in the rebuild set.This is ythe first time I ever heard about such pads. Also they were not on the 426 Stage III I had. Is it possible that these were not on all engines?

It may or may not be relevant, but I mentioned a week or two ago that there's two silver
foil 'pads' between the manifold and valley pan. These were tappet silencers or valley pan silencers. You can get them below if you're trying to be correct:
