It is confusing. The web site I cited apparently had it wrong. Maybe they meant E85. 

E10 is 10% ethanol and 90% unleaded gasoline

E85 is an ethanol/gasoline blend containing 51% to 83% ethanol.

E15 is 15% ethanol, 85% gasoline

If you want more the DOE has a 44 page handbook you can download called
