In today's market it is sometimes hard to tell where the steel is made. I did not see mention of steel origin on the ESPO website. I spoke with a truck spring shop in the Houston area that has been in business since the 1930s. They rebuild/re-arch a lot of truck springs. The guy I gabbed with said they would re-arch / rebuild some 1963 springs for me -- but they would not give a warranty. He said the steel was too old to keep the arch in the long term and they did not want an unhappy customer. Yes for improved handling on corners he should put on front and rear sway bars.
