The choices are cover up, replace metal or remove the rust. Which one to use is related to where the rust is. People tend to replace rusty sheet metal, when possible, with new sheet metal. But use POR or another similar product like Eastwood's Rust Encapsulator on other places, like a K-frame.  http://search.eastwood.com/auto/Rust%20Encapsulator has a representative sample of products. EvapoRust is an example of rust remover. http://evaporust.com/

A key point, as noted, is to carefully follow the prep instructions provided by the manufacturer, whatever brand. POR, for example, will eventually peel off if the prep was not done right. Also apply any product that seals off oxygen to stop rust, like POR, deliberately. Rust is a patient enemy and even a pinprick-sized area that you neglect to cover with the coating will allow the rust process to continue under the coating.  Boo.
