As a firefighter who spends time on the highway from time to time, I appreciate this law.

Please remember that state traffic laws are state laws, and each is different. If you look at the site referenced, you need to go to your state and see your state traffic laws.
There are no "one-size-fits-all" federal law that requires you to move over, nor to slow to 20 miles under the posted speed, although most do tell you to, if possible, move to a lane not contiguous to the lane where the vehicle shows flashing lights, and slow your vehicle while driving in a safe manner, etc. I believe most states have laws of this sort, however. It seems to be a good law (the Governor of Ohio was ticketed for violating the law, of which he knew nothing).
