It is probable that someone took that mirror from one of the big Mopars of that era and retrofitted it to that B body Fury. Something along this line:  http://www.1962to1965mopar.ornocar.com/images/gachet633.jpg for example.

As I recall, the factory only put the mirror on the driver door and that was an option. Even top of the line like the Fury / Sport Fury were without mirror as standard.
