all/any of these things could be the problem.  Bottom line is you're not "moving the fluid" in order to assist the steering.  I know it's been said before however; check the easy stuff first. Fluid level, loose/worn belt, filters/screens, condition of the fluid (burned/worn out/correct fluid) the last thing might be a new pump.  Here's a story for ya.  Built the driveline in the '08 Challenger, didn't purge the power steering pump of air before running it... bammmm  ruined the pump.  acted the exact same way you are describing. I don't know if there is a problem/procedure for purging air in the system of these PS systems. let us know the outcome. good luck.

my 64 polara has a tube type screen that inserts in the ps pump where the high press hose hooks up, i rebuilt my pump and cleaned the screen,it was alittle dirty.
