You absolutely must lower the column for the cluster to clear. Only needs a couple of inches clearance.
 
Pull the lower plastic trim piece first (under column, 4 screws) then unbolt the 4 nuts/bolts holding the metal collar support. The column will drop down far enough to allow you access to the cluster speedo cable, 2 wire holders and the 2 wire plugs. If your column has decent paint you might want to pad it to avoid scratching (ask me how I know this). No need to pull firewall support or loosen. When going back with the column support be sure the male prong is centered into the slot on the column or you start bending things (something I also know about). After you get everything back together inside check the lower column seal under the hood because chances are you pulled it out of position. No need to remove the column collar between the steering wheel  and main collar plus it's a pain getting that to line up correctly if you pull it. Good luck.

I am in the process of removing the Instrument cluster. The service manual says to remove a collar, Top of column?  and then the lower instrument support strap, firewall?  and lower the steering column and tilt the panel outward and disconnect wires and speedometer cable. Then to unscrew the instrument cluster and then the face plate.

My question is can this be done with out lowering the steering column? I have plenty of room as the seats and heaters are out of the car.

If it has to be lowered is the lower support on the firewall.
