They say that NOW, but once they get their foot in the door, it's
really easy to just expand it to domestic sites too!!

Not that this is exactly the same, but it's a good example I think.
The seat belt & cell phone laws started out as secondary offenses in
Maryland. Once enacted they were both primary offenses within ~1 year.
