 Your idle speed screw should be touching the cam. Possibly something
eles is stopping it . . Back the screw until  it is not touching the
cam. . Make sure the throttle cable is  backing off far enough. ( take
it off the carb and see if the idle screw then touches as it should.)
Make sure your throttle blades are closing all the way. It could be
the fast idle choke cam is interfereing. Or something eles on the carb
is interfereing. .........................................MO
