I'm pretty sure they go in the backing plate - if I remember correctly.

I already have the repair manual but it doesn't mention the outer
seals and where they go. The manual only shows installing the inner
seals. I am assuming the outer goes somewhere on the backing plate but
the ones I got do not fit.
