Although I don't know why, inner and outer rear seals I put in 4-5 years ago failed. I just finished installing new seals, brake shoes, etc. The axles engaged fully, set them to the .021" recommended by the SM. Brake backing plates went on as expected, no problem. Problem is how to torque the axle nuts to the required 145 lb minimum. I don't remember this being a problem the first time around. The car is in PARK, but both wheels turn freely. Stop one side, the other still still spins freely. I thought I could put a rod through the U- joint yoke and let it bind against the floorboard, but neither axle stops. You can hold the axle on either side and the other side spins, So, I can't figure out how to stop the axle from turning.
