Yup, carb sounds suspicious. How do you know it is running rich? Black exhaust smoke? Plug analysis? Double check to be sure the choke is fully opening when the engine is at operating temperature. http://www.tuningmadeeasy.com/tips/spark-plug-reading/ has a discussion on "reading" tune by examining spark plug appearance, fyi.
